1. we get two values of y for a particular x ( y=±x2) hence not a function.
2. we get unique value of y for each x (given x is positive) hence a function

For root of any square say...√x2 is always modulus of x
hence ur first function is mod y = (mod x)2
for x=1,2,3,4....
we get two values of y....

i think they considered domain to be all real nos.
that is why i included that if given that x is positive , then it will be a function.
