y - ( 13 - p² ) = ( x + p )²

So vertex is ( - p, 13 - p² )

What do u mean in ur Question "4 units ABOVE y-axis" ???

shouldn't it be x-axis?

if so, u should have 13 - p² = 4

giving p = Â± 3
