I agree with ur answer
"At the capital" is wrong usage of prepositions in this context. The more appropriate usage generally is that of "in". You say "in" the city, not "at" the city. But if you say "at his house" then it isn't wrong, I guess because the capital is big and comparatively the house is just a unit.

14) Again D is incorrect, it should be work "in" in a team or "with" a team, working "on" a team means you are building a team and not necessarily working with them.
15) B is incorrect, it should be well received "in" the capital.
16) Imports are accepted, exports are given away. Similarly expenditure is "given away", revenue is "accepted".
