Water has its own polarity.. So it changes the "conductivity" of air..
it causes some charge set up in air as well!!!!! (Like a dielectric (non-conductor) does)

an in sulater can acquire charges only by induction.. either by bringin a charged body near it or by rubbbing wit suitable material...
