well i think it has to do something with the dielectric constant of the fish's body!!
rather i think it has EVERYTHNG to do with the dielectric constant!!
Fresh Fishes have free IONS and electrons and thus are somewhat conducting with K value nearly equal to 1
As fishes get old, their conductivity decreases and so their insulating or dielectric capacity increases raising the dielectric constant!!!
now what we can do is connect a capacitor across 2 battery terminals and put a fish into it!!
now we calculate the charge appearing and thus calculate the dielectric constant...
with a predefined value of dielectric constant we can MEASURE the freshness of the fish!!

What an idea Subhomoy .... Imagine if we can put a human brain instead to test if there is something ... ya phir BHEJA BILKUL KHALI HAI !!!
I think ur logic is absolutely correct ... infact I remember reading an article in the newspaper somedays ago .. about scientists inventing a machine to pass current through the fish to see the reac .. and determine if it is fresh or not ...
