if permitivity of the medium increases,the medium should permit more field lines.but actually the force decreases from the above exp.

use F0FM= EME0= K

NOW FM=F0K . SO IF E0 INCREASES K DECREASES AND FM INCREASES...

where FM is force in the particular medium b/w charged particles andF0 is force b/w charged paricles in vaccum , k is relative electrical permittivity.....
