measurement of EMF using a potentiometer is done when there is no current passing through the cell or battery
as no current is passing through them , internal resistance has no role to play
V=IR so potential difference across them is zero
pure water doesnt conduct bcos it has no impurities like calcium and mg salts but water used for bath always contains calcium and mg salts which can conduct electricity so we will get fried up.
