i have a doubt which is A and which is B for the first one!!
assuming the left one is A and right one is B
for second part the answer i am getting are 3mA, 2mA and 5mA.
assuming right one to be A and left one B
for second part i am getting answer 3mA, 1mA and 4mA.
so i think the polarity of the 10V cell is given in opposite direction; to be resonating (:P) with the answer the 10V battery must have been connected in opposite sense and the left point should be A and right one B.
else answer given is apparently wrong!!

leave out the upper resistance R...it will draw a constant current of E/R
but in lower loop, let after time t, charge on each capacitor be q and current throught resistor be i .
then, E=q/C1+iR+q/C2=q/C+iR...........1/C=1/C1+1/C2.
doing this we get same expression as the circuit with one capacitance and 1 resistance.
thus, the equation comes to be q=CE(1-e-tRC)
time constant=RC=RC1C2C1+C2.
