1yes man that is because the second capacitor gets short circuited.
in this you can tell this by that the two ends of the capacitors are connected by a conducting wire .

21initially capacitance is C/2 after closing S potential in both ends of the second capacitor is same so no charge in the second capacitor..so aster closing eq capacitance is C. so c E/2 amount of charge will flow after closing..........
