the surface of a conductor is an equipotential suface i.e work done in moving a point charge from any point to another on the surface is zero.

now suppose electric field is not normal to the surface. then the field has a component along the surface which results in the finite value of work done in moving a charge. so the field is perpendicular to the surface of a conductor.

Inside a conductor the Electric feid is 0 .the flux is number of lines coming out E.dscos 90 = 0 thus they come out normally
