Cosmic rays do ionise the air, creating positive charged particles.
Consider this- say one atom gets ionised and it removes an electron.The atom has a unit positive charge and the electron has a unit negative charge. But the net charge (including electron and the ionised atom is 0!!). So there is no potential difference.
WE KNOW THAT EARTH HAS -VE CHARGED PARTICLES SPREAD OVER ITS SURFACE AND IN THE IONOSPHERES AND OTHER LAYERS ABOVE THE EARTH'S SURFACE THERE ARE +VELY CHARGED PARTICLESDUE TO COSMIC RAYS THAT IONISE AIR . SO POTENTIAL DIFFERENCE IS CREATED B/W EARTH'S SURFACE AND THESE LAYERS .
SO, IN THE SPACE B/W THEM THERE ARE BOTH -VELY AND +VELY CHARGED PARTICLES.DUE TO POT. DIFFERENCE CREATED THESE CHARGED PARTICLES SHOULD MOVE IN OPP. DIRECTIONS TO NEUTRALISE POTENTAILS AND ONE DAY THEY SHOULD SUCEED AND POT. DIFFERENCE SHOULD VANISH , BUT THAT DOES NOT TAKE PLACE EVER.....WHY?

but negative charged particles are present on earth surface and they provide electric field having downward direction and then above case arise....
not sure ,
there is radiation frm outside earth frm the cosmos wich ionises the earth's atmosphere
so there is a supply of +ve charge
and the negative charges on the earth are supplied by lightning
