internal compensation is for a compound with more than 1 chiral carbons centers within the single molecule which have the opposite sense of rotation of the polarized light so that net net there is no rotation of the plane polarized light

External is due to the mixing of different compound of the opposite rotation

2nd Question is not very clear to me.....

Yeah.
if u are talking about racemic mixtures(optically inactive) then it is considered as 2 different optical isomers.......
