this is true..
basically it has to do with relativity.
Einstein Proposed that when time interacts with mass then the Space time bends.
Think of it like this..
Classical mechanics says that each mass creates a gravitational field in which the other masses interact...
Einstein refuted this and came up with a different theory. He said that due to the presence of mass, the space time fabric is bent.. this causes the masses to "move"
So that the time starts to move at a faster rate there..
This speed is really too large for our comfort and important in the GPS systems and the defect is so high that the accuracy will vary by around 9 km on a daily basis!!!

It is said that very few ppl understand relativity correctly.
I mean just few of Phds and few of the scientists all over the world.
When it was first proposed only two ppl understood it .(I think Galeman and some other fellow.... :P)
I always get confused.
But then I recall the decaying of pi mesons then things start getting into place.
...it is really slippery concept.
