The answer shud be C...second statement is false..in SiCl4..Silicon is in +4 oxidation state.....so the compound is covalent..Moreover the correct reason for the Assertion is that Silicon has empty d orbitals in which it can accommodate water molecules whereas Carbon doesnt have...

here the funda is Si has vacant orbitols to accept the electrons from O of H20 (i mean process of hydrolysis)
so nothing to do with covalance here
its infact SN^2 mechanism giving rise silicates
