Oxygen.Hydroxyl ion is discharged at the cathode in preference to fluoride ion(as it lies lower in electrochemical series) forming water(which goes into the electrolyte) and oxygen gas. But i think if the solution is a concentrated one,then fluoride ions are discharged at the anode and fluorine gas is liberated.
