We know that nitrogen can not undergo catenation. So following the trend 1st element in a group will not undergo catenation, Boron should be the answer.

Tendency to polymerize I think depends on the kind of polymer formed. You know like polymers are formed by Radical formation, cation or anion formation.

Sorry, I meant Boron polymerizes. Cl should be the answer. We know about the polymeric forms of both S and P and B
