Tendency to polymerize I think depends on the kind of polymer formed. You know like polymers are formed by Radical formation, cation or anion formation.

Tendency to polymerize is seen by free radical only when the element is carbon.
It depends on the ability to form pπ-pπ bonds with itself.
We know that nitrogen can not undergo catenation. So following the trend 1st element in a group will not undergo catenation, Boron should be the answer.

Sorry, I meant Boron polymerizes. Cl should be the answer. We know about the polymeric forms of both S and P and B
