In IIT 2011, There was a question of Harmonic motion motion where and E is applied in right direction for the positively charged block.
Now, There the frequency did not change and only mean position changed.
However when the same thing is done to an oscillating pendulum (simple) with an Electric field applied and charge give, the frequency changes?
I have convinced my self with an explanation but I'm not sure of it!

where, x=\frac{Tension}{mass\; of\; bob}
if field is applied, Tension changes.... thus x changes, thus T changes.....
the above was for pendulum..
for a SHM system (like ideal spring-mass system),
T=2\pi \sqrt{\frac{m}{k}}
independent of any external constant force...
