F2 may be smaller larger or = to F1 because -
let F2 be very small then there will be a small deceleration but it will slowly slow it down and after much time it will come to rest
if F2 will be very large then also it will come to rest very quickly

It depends whether time taken by F2 to stop the particle is greater than/equal to /lesser than the time taken by F1 to bring the particle up to a velocity v.
If time taken by F2 is:
1) lesser than time taken by F1, F2>F1
2) equal to time taken by F1, F2=F1
3) greater than F1, F2>F1

F2 can be anything as long as it is in the opposite direction to F1
Depending on F2 deceleration will be different therefore time and disance covered to bring v to 0 will be different
