no bcos N is internal force of the system
ie mass & floor system(nt so sure)
@ram reaction to wat & i dont thnk friction is a reaction force
here N and mg are both acting on the block.. so this is not an action-reaction pair..

There will be another normal on the fbd of the ground..
That normal reaction and this normal reaction will together form the action reaction pair :)

Ramkumar.. frictional force is also an action reaction pair.. and u are correct to have observed that :)
But it is not the reaction to N.. (If that is what u are saying it is a wrong observation!)
