bcz it is free to rotate only in the horizontal plane ,
taking torque of weight into account will lead to rotation in the vertical plane too !!! wich is restricted as per the question

(A)WHAT IS THE PERIOD OF SMALL OSCILLATION THAT RESULT WHEN THE ROD IS SLIGHTLY ROTATED IN AND RELEASED???
in answer torque is taken about o but torque of weight is not taken into account.......why?????
