dunno bout kcet
but if you are not the residence of the state for a minium period of time ... you can't get into a govt college..thru the state xam of that state
like for example... in WBJEE ..... if you are not the resident of WB for 10 years you cant get into GOVT college.. like JADAVPUR, SHIBPUR, so on... you can get into private colleges...
you have to show a domicile certificate for it...
(this was to the best of my knowledge i knew.....
i apologise if i have said something wrong & do correct me.....)

karnataka !!!
