It's the tendency of an AC current to distribute itself within a conductor 'coz of which the current density near the surface of the conductor is more than that at its core. implies, the electric current tends to flow at the "skin" of the conductor. It causes the effective resistance of the conductor to increase.
Skin effect is due to eddy currents set up by the AC current.
This is all what i've read in some b.tech notes... long backkk... ;)

high frequencies can be easily determined when resistance is high... since dielectric and skin effect increase d effective resistance of conductor with frequency of current, so they can help in determining high frequencies... :)
