2) Isn't it still in a rarer medium only? So it will act as a double convex lens with a longer focal length.

Q1
C1-C2 ,C2-C3
=>\Delta =\begin{vmatrix} 25 &21 &219 \\ 15 &27 &198 \\ 21 &17 &181 \end{vmatrix}
Now C1-C2 and C3-10C2
=>\Delta =\begin{vmatrix} 4&21 &9 \\ -12 &27 &-72\\ 4 &17 &11 \end{vmatrix}
=>\Delta =4\begin{vmatrix} 1&21 &9 \\ -3 &27 &-72\\ 1 &17 &11 \end{vmatrix}
R2+3R1 and R3-R1
=>\Delta =4\begin{vmatrix} 1&21 &9 \\ 0 &90 &-45\\ 0 &-4 &2 \end{vmatrix}
=>\Delta =4(180-180)=0

2 nd ques:
it will remain unchanged.
plz note this
if R.I of lens>R.I. of medim no change
R.I of lens=R.I. of medim light will go parallel
R.I of lens<R.I. of medim changes
