NEW DELHI: Opening a new front, HRD minister Kapil Sibal on Monday wanted more weightage to be given to Class 12 Board exam for IIT entrance and
proposed raising the required minimum of 60% marks to at least 80%.

Sibal said the 60% minimum was unacceptable as the government move came in an attempt to ensure that students taking entrance tests to the premier institutes gave equal importance to the secondary school exam and to check the growth of IIT coaching centres.

A Committee of IIT directors has been appointed to work out a revised system for IIT entrance from 2011.

Sibal told reporters the move is aimed at ensuring that students take their class XII seriously and checking the growth of coaching centres, which are thriving on imparting coaching to students for IIT entrance.

"The present criteria is that students need to secure 60 per cent at class XII for appearing in IIT-JEE. This is not acceptable. The minimum marks required for IIT-JEE could be raised up to 80 to 85 per cent," Sibal said after a meeting of the IIT Council, the apex decision making body for the elite institutes, here.

At the same time. he added that the decision about the required percentage will be taken by the committee.

"The coaching centres are giving training for the IIT entrance. As a result, the students are not studying seriously for class XII exam and giving more attention to entrance. We want to get rid of the coaching centres by giving more weightage to the board exam," Sibal said.

Retracting from his stand about raising the cut-off percentage for appearing in the Indian Institutes of Technology (IITs) entrance
exam, union Minister for Human Resource Development Kapil Sibal on Tuesday said that scoring high would not be a prerequisite.

"Any reports indicating that students would need to score above 80 percent for appearing in the joint entrance exams are baseless," Sibal told reporters.

Sibal had Monday stressed that the IIT admission procedures "should give more weightage to Class 12 exam marks," as well as consider raising the existing eligibility from 60 percent to 80 to 85 percent for students to appear in the IIT Joint Entrance Examination.

The minister made the comments while chairing a meeting of the IIT Council here.

The minister on Tuesday said reports of an HRD ministry proposal for a new system under which only high-scoring class 12 students will be allowed to sit for the entrance exams to professional courses were baseless because only the IITs can decide admission criteria.

At the IIT Council meeting, the minister said he also wanted to get rid of professional coaching for medical and engineering exams.

Patna: Asking union HRD Minister Kapil Sibal to reconsider his move to change the existing eligibility criteria for the IIT joint entrance examination, Bihar Chief Minister Nitish Kumar on Tuesday said the new proposal will discriminate against students with poor socio-economic status.

In a letter faxed to Sibal, Kumar said, "Such proposals will favour students with elite background and discriminate against students with poor socio-economic status. Any examination system should be inclusive. Any change in the existing examination system will have far reaching consequences, which is unwarranted."

Sibal has mooted a new proposal whereby a student will have to secure at least 80 per cent marks in the class 12 Board examinations in stead of 60 per cent currently required to sit for the IIT-JEE.

The Chief Minister said that students from backward regions will be the most affected by the new proposal.

"In the existing system, larger pool of students with different socio-economic background are able to appear in the entrance examination. This explains better performance of students from backward regions in the IIT examination," he added.

http://www.littleabout.com/news/40290,only-80-percent-iit-admission.html

New Delhi, Oct 19 - ANI: In a move that could be considered controversial and could invite criticism from some experts, Union Human Resource Minister Kapil Sibal on Monday said that only school students getting 80 percent and above may henceforth be eligible for admission to Indian Institutes of Technology (IITs).

While the student community has already greeted the decision with dismay, Sibal emphasized that he has appointed a committee of IIT directors to suggest the revised entrance system for the elite technical institutes of the country.

He confirmed that the committee is likely to consider giving more importance to the marks obtained by the candidate in the plus two examinations.

If this rule is introduced, then securing 60 per cent marks in the plus two stage will not be sufficient for those aspiring for IITs from 2011, as the new criteria is likely to prefer higher percentage for getting entry to the countys elite technical education institutions.

Interacting with the media after the meeting Sibal said the move is aimed at ensuring that students not only take their plus two levels seriously, but also to check the growth of coaching centers.

"The present criteria is that students need to secure 60 per cent at class XII for appearing in IIT-JEE. This is not acceptable. The minimum marks required for IIT-JEE could be raised up to 80 to 85 per cent," he said.

Sibal added that the committee would take the decision about the required percentage.

"The coaching centres are giving training for the IIT entrance. As a result, the students are not studying seriously for class XII exam and giving more attention to entrance. We want to get rid of the coaching centres by giving more weightage to the board exam," Sibal said.

Sibal said a three-member committee comprising Science and Technology Secretary T Ramasami, Secretary Department of Biotechnology M K Bhan and CSIR Director General Samir Brahmachari would also review the present curriculum and submit its report within three months.

The committee will also explore the possibility of starting courses in humanities and medicine also, Sibal said.

Besides, the Council has decided to change the eligibility of students for availing the merit-cum-means scholarship.

The income criteria that was Rs.2 lakh per annum as family income, has been changed to Rs.4.5 lakh.

Sibal said the government would consider reducing the fee structure for students from SAARC and African countries.- ANI

Union HRD Minister Kapil Sibal says it is time to overhaul India's premier engineering institutes - the IITs. He has announced the setting up of an expert panel that will review the existing system and suggest ways to revamp it.

Atomic Energy Commission Chairman Anil Kakodkar will be part of the five-member overhaul committee.

"Looking at the future, the system needs to evolve," he says.

Sibal says the new system will help the country move forward and compete in world-research and projects for which IITs will be working with the private sector too.

Under the new system, the Class 12 results will also matter in IIT selections.

The minister says too many teaching shops all over the country are persuading students to join IITs and not concentrating on classes. The reformed system will look at ways to get rid of these coaching classes.

There will be an improved IIT JEE system in 2010. "IITs will therefore help us involve a new examination system," Sibal says.

Another committee will be set up to look at the existing curriculum and evolve a new one. The report will be out in the next three months.

Also, non-planned grants will be linked to the number of students.

The five-member panel will submit its report within six months.

New Delhi, Oct 19 (IANS) Indian Institutes of Technology (IITs) should give more weightage to the Class 12 examination marks for admission to the undergraduate courses, union Human Resource Development Minister Kapil Sibal said Monday.
Sibal stressed that the IIT admission procedures “should give more weightage to Class 12 exam marks” as well as consider raising the existing 60 percent cut-off percentage for students to appear in the IIT-Joint Entrance Examination.

The minister made the comments while chairing a meeting of the IIT Council here.

Sibal proposed a new system under which only high-scoring Class 12 students will be allowed to sit for the entrance exams to professional courses and the cut-off percentage for being eligible to write these exams would be 80-85 percent instead of the current 60 percent.

IIT-Delhi professor M. Balakrishnan told IANS: “This proposal has been mooted for almost a year now. There is talk in the ministry and among IITs to take such a decision soon.”

At the IIT Council meeting, the minister said he also wanted to get rid of professional coaching for medical and engineering exams.

“All proposed changes would be implemented by 2011,” a senior ministry official said.

However, coaching centres like Career Launcher, which trains students to face the competitive exam, said that doing away with the coaching centres or increasing weightage for the Class 12 exam marks was not the real solution.

“The coaching centres will not be affected if the entrance exams focus on Class 12 marks. Because we as an industry cater to what inputs are required, so we would train for the IIT-JEE and the board exams. Coaching centres exist because of the existing lacuna at schools. The thrust should be on raising the standard of board exams and to focus on application rather than rote learning,” Gautam Puri, vice-chairman of Career Launcher, told IANS.

Sibal has also asked for setting up a five-member committee to make the IITs more competitive. Another committee has been constituted to look into the IIT curriculum.
