In the first step, OSO3H will go to the para position so ortho is sterically hindered...then as OSO3H is meta directing and OH is ortho directing, there will be reinforcement and the 2 Brs wil go to the given positions...then, Br will replace OSO3H in presence of H2O(actually there should also be heating here) and H2SO4 will be regenerated.

why wuould some one do this only asking don't get me wrong . but this can be achieved by just adding Br2 water na ? to phenol i.e.
