Epoxy (-O-) functional group has very low priority, even below triple bond but above halogens. I suppose that's why NCERT believes it can assign it as locant as well as functional group, but that ruins the purpose of unique nomenclature...
106iupac's software gives names as
(1) 2,2-dimethylcyclohexyl ethyl ether
2-ethoxy-1,1-dimethylcyclohexane
(2) 4,4-dimethylcyclohexyl ethyl ether
4-ethoxy-1,1-dimethylcyclohexane
so obviously second waala is wrong.. (i think IUPAC's naming device is reliable enough)

(It is the IUPAC only naa tht takes care of all the nomenclature........ or the NCERT Prof. .....? :P)

1Lowest sum rule has been found to hold valid in many cases.... BUT THE MAIN RULE IS THAT OF THE PRIORITY RULE.......
Please read the fine print in between the lines....
AND NEXT TIME YOU INSULT NCERT BOOKS REMEMBER THAT THEY ARE WRITTEN BY SOME OF THE FINEST PROFESSORS IN INDIA AND IN THE WORLD PRESENTLY....
TO INSULT THE NCERT BOOKS YOU NEED TO GO TO THEIR LEVEL AND DEICATIONS.
