for the second one i can see a plane of symmetry cutting the molecular plane (along the sigma bond b/w the doubly bonded carbons)

A) is an allene , which shows optical activity when two groups attached to each terminal carbon are different.
thus, its optically active.
B) is an alkylidene , which is opyically active when two groups attached to each terminal carbon are different.
thus, its optically inactive. ( as two methyl groups are attached to one carbon )
