Cl2 + H2O → HCl + [O]
So , there are two possibilities :
i) the double bond splits
or
ii) CCl3- is extracted out.
but the 2nd case is not favourable as a vinyl carbocation is formed.
thus , we go with first step and H+ attacks 2nd carbon as its stabilised by CCl3- and the other carbon is attacked by Cl-.
thus product is : Cl3-C-CH2-CH2-Cl

I think perhaps no. becoz if halohydrin reaction takes place , then Cl would be added to 2nd carbon and OH to 3rd carbon. thus :
i) there would be hindrance for a large group like Cl to be inserted
ii) lone pair - lone pair repulsion of four Cl groups
