Why is m-chlorophenool more acidic than p-chlorophenol???? while it is not the case with NO2 (nitro group)

Why is m-chlorophenol is more acidic than p-chloro phenol ???
whille this is not the case with NO2 group
p-nitrophenol is more acidic than m-clorophenol

both Cl and NO2 are electron withdrawing then why this difference??

in case of NO2 group mesomeric effect dominates which is non functional at meta position

However in halogens inductive effect dominates which gets stronger as proximity of the electronegative group increases.
