I had read it in some book that since the universe is expanding therefore the orderliness is reducing therefore entropy will keep on increasing

I thought it would be A,B but ans given is B,C,D
Net entropy won't decrease but either ΔSsys or ΔSsurr can be -ve
but that doesn't agree with the answer,can anyone explain

That means the statement is incomplete...see wat it reads...it shud b 'In spontaneous process,entropy can never decrease'

c) entropy CAN dec... the thing is: entropy of the whole universe NEVER dec.. dat has to be specified.
d) both cant be negative... if the statement was like.. delS(surr) and delS(sys) 'may' be negative... then it wud have been 'true'.. but .. here it is incorrect.
