if p=1, the rational numbers are for each q =2, 3, 4, 5, 6

if p=2, the rational numbers (different from the above ) are for q=3, 5

If p=3, the unique rational numbers are for q=4, 5

If p=4, the unique rational numbers are for q=5

if p=5, the unique rational numbers are for all q=6 only

if p=6, No solution...

so in all there are 11 rationals..

I dont knwo why it should be 13!

Nishant Sir : p=q=1 case is not possible since x ≠1

p < q since x<1

So. total no of cases would be

p q

1 2,3,4,5,6

2 3,5

3 4,5

4 5

5 6

total = 11
