u have not taken account of the one digit and two digit numbers!! :)

This solution is much simpler..

see the total number of digits in 0 to 999 if we allow numbers to be written in 3 digits only .. like 001, 010, etc...
is 3x1000 = 3000

There will be equal number of 1, 2, 3, ... 9, 0,

so the number of 3's will be 3000/10 = 300
