Imagine a mechanism by which you can compress and hence vary the internal radius of a ring.In other words , you can make the internal periphery get close or away from the outer periphery.(R ≠r)
Statement I - Increasing the inside radius will increase the moment of inertia of the ring.
Statement II - Increasing the inside radius indirectly puts the inertia away from axis ; and mass remaining same throughout , the moment of inertia increases.
