Net force on the loop is zero as in figure(Forces cancel each other..)... But... consider a rope being pulled by equal force at both ends.. net force is zero but it is pulled.. it has tendency to expand...(If it would have been elastic in place of rope it will expand..)

my doubt here is i thought external uniform magnetic fields donot exert a force on a current carrying loop then how does it expand

You missed word uniform in your statement...
