62No the paper does not get charged.
The important thing here is that the paper is neutral on the whole but a charge redistribution takes place
If the two touch then the answer will be different
3polarisation .The paper gets polarised by the paper.that is the center of mass of the positive and negative charges gets displaced by the comb.
