There is a netforce act upon each charge q.but it is not accelerated why?

because the charge is balanced by da components of FNET forces ... or something awkward going to happen as aragorn said [5]
Unless you are binding them together by a strong rod or a taut unstretchable string, the charges will accelerate won't they?
Why is it wrong? It is given all the four charges have same magnitude and sign. If F is force due to one charge then
lFnetl=F(1+√2)
they have acceleration until they r fixed if they r fixed then an equal opposite force will act on charge to keep in its state of rest if possible to stop if not possible then will accelerate surely
