1I think becoz the com will be shifted cause the water is flowing out so it will decrease

1yaar the length is from the point it is attached till the centre of mass initially when the water starts moving the centre of mass shifts below geometrical centre [ assuming perfect sphere] so the effective length inc but when the whole water is out the centre of mass shifts back to geom centre so length decreases
