well if best suited length is the least count of vernier caliper
here is the answer
V.S.D = Vernier Scale Division
M.S.D = Main scale Division
10 V.S.D = 9 M.S.D
1V.S.D =910 M.S.D
Least count (L.C) of vernier calipers : Minimum length or thickness measurable with the vernier calipers is called its least count
Least count (L.C) = 1 M.S.D – 1 V.S.D
L.C = 1 M.S.D – 910M.S.D
= 110 M.S.D

guys,
i referred a lot of books and atlast found its answer.
the best suited length of a vernier is found by adding the least count with total no. of main scale divisions.
so the best suited length will be
best suited length= L.C+MSD
= 0.1+9
=9.1
so final ans 9.1
:-)
