than those with sparsely occupied shells .. why ?????????

Atoms with nearly filled shells can attain a stable electronic configuration
when they gain an electron . So they are more electronegative.

Since for nearly filled shells the tendency is to accept making it electronegative

While the ones with sparsely filled have the tendency to lose electrons making them less electronegative
