The arrow head points towards the acceptor. Since the co-ordinate bond should indicate to which atom the electron is going.

I guess C is negative because of the co-ordinate pair of electrons, right? It has to complete it's octet.

it depends on the structure we make...N₂O has 2 possible lewis structures, in fact 3
