moment of inertia for a complete disk is MR24.........
by symmetry we could say that the on each half of the disk contributes equally to the MOI....so MOI of semicircular disk will also be MR24.......
In the given diagram if u notice the small portion of the disk on the right side of the axis is similar to the missing portion on the left side....every particle on the right side is equidistant to the axis as it would had been from the left(missing) part.....so rotating the angle does not effect MOI....
