See pressure is a scalar quantity. So, pressure in the fluid just above the hole is Ïgd + F/A where A= area of cylinder = Î d2/4
Now, applying Bernoulli,
Take h=0 at the hole position . hence Ïgh=0
(P0 + Ïgd + F/A) + Ï(v1)2/2 = P0 + Ï(v2)2/2
==> taking A1 and A2 and then neglecting A2<<<A1
we get Ï(v2)2/2 = Ïgd + F/A
As, gravity is neglected, Ïgd=0
Put the necessary values and u get v2 = 4m/s
