There are two possibilities here..
I am not clear whcih one is teh question..
One is when the axis of the cone is parallel to the ground and the vertex of the cone is fixed by something..
The other is when the cone is lying on the ground with its surface
Which condition are we talking about here?

IN that case, you are forgetting theat the point of the vertex is also one where you have a force acting...
