energy in ref frame

Two cars are driving on the road with velocity v.One of them accelerates to 2v.In the Earths reference frame its kinetic energy has changed to 3mv²/2. In the frame of the second car, its energy has changed by mv²/2.The amount of fuel needed to produce this acceleration is same in both frames.How can this difference be explained??
