it should be either (c) or (d)....(what's the difference, anyway?? if the frame may be inertial, then it may also be non-inertial)
if the frame is inertial, then the resultant of all REAL forces is zero.
if the frame is non inertial, then the resultant of REAL as well as PSEUDO forces taken together is zero.
in both cases, the net resultant is zero...
however, i'm not sure whether we have to consider pseudo forces or not...

reason: Particle will be seen at rest when frame is inertial and resultant force on particle is zero.Also,if frame is non-inertial (i.e. accelerated), the particle must also possess the same acc. in magnitude and direction i.e. resultant force on particle must be non-zero

i too agree with cena.......answer is none...becoz it is not mentioned whether resultant force in that frame or some other on particle is zero...

Honey, you are getting confused because of "but"
if the word used in options c and d were "and" then your logic woudl make sense.
I have a feeling that the question setter had "and" in mind but wrote but becasue of bad english
