Yes one of them will be wrong......
becoz no matter what refrence we take while calculating change in potential enrgy...the thing that matters is inital and final position...
A book is lifted from the floor and is kept in an almirah.One person says that the potential energy of the book is increased by 20J & the other says it is increased by 30 J . Is one of them necessarily wrong ?

it may or may not be so
as book has appreciable mass we wil say its G.P.E=mgh
let us assume that a person is standing 10 m below the first observer
so ths is possible

i thought that way also.......
but initial and final position of book are fixed.....so it doesnt matter where the observer is placed......
