In the first step, OSO₃H will go to the para position so ortho is sterically hindered...then as OSO₃H is meta directing and OH is ortho directing, there will be reinforcement and the 2 Brs wil go to the given positions...then, Br will replace OSO₃H in presence of H₂O(actually there should also be heating here) and H₂SO4 will be regenerated.

why wuould some one do this only asking don't get me wrong . but this can be achieved by just adding Br2 water na ? to phenol i.e.
