This isn't exactly a Cannizzaro reaction....those reactions involve hydride transfers.
This would be a Benzillic acid rearrangement type reaction, which is similar to an intramolecular Cannizzaro reaction. The product would be (Py)(Ph)-CO-COOH and the RDS of the reaction is the nucleophilic addition step, i.e., the first step in which OH- adds to the carbonyl group.
I may be wrong about the RDS..wait for more answers.

exactly..
this is Benzil- benzilic acid rearrangement...
and as in general..the formation of the reactive particle in which there is - charge on O must be RDS
thus, attack of nucleophile wala step is RDS!! :)
