Because in that case ti provides greatest resonance energy... When two structures differ greatly then resonance energy is less and hence stability is less...
resonance is important particularly when the contributing structures are equivalent in energy .why???????????

It is obvious that a species can not jump from one energy to other suddenly. so they are imp..also since resonance is a "hypothetical" concept..we look for equal energy structures
