actually , its a pinacole-pinacolone type reaction. u must be wondering how ?
wherever ders an -OH group adjacent by a positive charge , then pinacole-pinacolone type reaction cn take plce ( provided : der must be some migrating group attached to the carbon to which -OH group is attached. )
here HNO2 group displaces NH2- group and a +ve charge appears. then pinacole-pinacolone reaction takes place.

no.. wait.. it is special kind of reaction.. ring expansion takes place here for sure... but I'm not able to recollect that reaction at all..
